A 23-year-old Inver Grove Heights woman has been accused of possessing heroin.

Kristen Elizabeth Dick has been charged with felony possession of a controlled substance, which is punishable by up to five years in jail and a fine of between $3,000 and $10,000.

According to a Dakota County criminal complaint released last week:

A South St. Paul Police sergeant observed a vehicle pulling out of an alley behind the 400 block of Fourth Street South in South St. Paul early on Aug. 8, 2012. The sergeant reportedly smelled the odor of marijuana coming from the vehicle.

The sergeant stopped the vehicle, then told the occupants to step out of the vehicle so a search could be performed. Located on the back seat where Dick allegedly was sitting was a napkin that contained suspected heroin. Dick then was arrested.

At the police station, Dick allegedly gave the sergeant a small bindle she said carried heroin. The bindle was tested by the Dakota County Drug Task and was determined to be carrying 0.2 grams of heroin.
