Inver Grove Heights Man Charged with Criminal Sexual Conduct

William Paul Vickla is accused of abusing a female victim when she was 10, 11 and 13 years old.

An Inver Grove Heights man who has twice been convicted of criminal sexual conduct in Minnesota is facing similar charges in Dakota County.

William Paul Vickla, 59, who just finished serving time at the close-security prison in Rush City, has been transferred to the Dakota County Jail to face two felony counts of first-degree criminal sexual conduct, each of which carries a maximum penalty of 30 years in prison and a $40,000 fine.

According to the latest criminal complaint against Vickla, the conduct occurred in 2004 and 2005 in South St. Paul when the victim was 10 and 11, and in 2007 in Inver Grove Heights she was 13.

Vickla, who sometimes took care of the victim while her mother was away, is accused of coming into the girl’s bedroom at night and having inappropriate sexual contact with her.

Vickla was convicted in 1982 of fourth-degree criminal sexual conduct and in 1987 of first-degree criminal sexual conduct, both in Hennepin County.

He was convicted in 2007 of violating the state’s predatory offender laws in Goodhue County.

He will remain in custody in Dakota County pending disposition of the current charges against him. An omnibus hearing is scheduled for Sept. 26 in Dakota County District Court in Hastings.
