Inver Grove Heights Man Charged with Inappropriately Touching Woman

An Inver Grove Heights man has been charged with criminal sexual conduct after authorities say he inappropriately touched a neighbor last week.

Mark Paul Delkoski, 38, faces a gross misdemeanor charge of fifth-degree criminal sexual conduct, which carries a maximum penalty of a year in prison and a $3,000 fine.

Delkoski is free on a $6,000 bond and was ordered to have no contact with the victim. An omnibus hearing in his case is scheduled Nov. 7 in Dakota County District Court in Hastings.

According to the criminal complaint, Inver Grove Heights police were called to a home last Thursday and spoke to a female victim, whom they described as “hysterical and crying.”

The victim told police that her neighbor, Delkoski, had grabbed her shirt and ripped it down the middle, then touched her inappropriately, according to the complaint.

The victim said she bit Delkoski on the neck to get him to stop, the complaint says.

Delkoski initially denied being alone with the victim and said he didn’t know how her shirt got torn or how he got a bite mark on his neck, according to the complaint.

He later admitted to police that he was alone with the victim, but told them that the sexual contact was consensual and that the mark on his neck appeared when the victim tried to give him a hickey, the complaint says.

Police also spoke to a friend of Delkoski’s, who at first told them he was present during the incident and that nothing physical or sexual occurred between Delkoski and the victim, the complaint says.

However, the friend later admitted that he had lied about being with Delkoski because he didn’t want him to get into trouble or go to jail, according to the complaint.
