UPDATED: Inver Grove Heights Woman, Apple Valley Man Arrested on Prostitution Charges

Editor's Note: The charge of solicitation of prostitution against Mark Catlin was eventually dismissed, after Catlin attended an awareness program hosted by nonprofit group "Breaking Free." If Catlin remains law-abiding, the charge of disorderly conduct will be stayed for a one-year probationary period and then dismissed.

An Apple Valley man and an Inver Grove Heights woman are facing prostitution charges after they were arrested last month in an Eagan hotel.

Mark David Catlin, 46, of Apple Valley is charged with solicitation of a prostitute, a gross misdemeanor which carries a maximum penalty of a year in jail and a $3,000 fine. He is also charged with disorderly conduct, which has a maximum penalty of 90 days in jail and a $1,000 fine.

Cara Marie Boehm, 19, of Inver Grove Heights faces one count of prostitution, a gross misdemeanor with a maximum penalty of a year in jail and a $3,000 fine.

According to the criminal complaints, Eagan police had been monitoring Backpages.com in June and early July and repeatedly saw a posting by women who called themselves Tatiana and Ashiynn. A topless photo of Boehm was among the photos accompanying the ad, police said.

The complaints say that Boehm and her boyfriend habitually booked one or two nights at various local hotels, paying for the rooms with cash and continually posting ads on Backpages.com

On the afternoon of July 8, the manager of the Eagan Days Inn called police and reported that Boehm had just registered with her boyfriend and another woman, the complaint says. She told police a few hours later that the man and one of the women had left the room, and shortly afterward another man knocked on the door and was let inside.

A detective arrested Catlin as he left the room, then went back to the room, knocked on the door and was admitted by Boehm, the complaint says.

The detective asked Boehm what she was doing there; she told him she was homeless and living in the hotel with her boyfriend. When the detective addressed her as “Tatiana,” she appeared surprised, and he told her he had been monitoring her posts on Backpages.com and asked her again what she was doing there.

Boehm admitted to the detective that she had sex with Catlin, who she said paid her $200, according to the complaint. She said she had had three clients in the last week, but had no way of knowing how many she had overall. She told police that it was her first arrest for prostitution.

Catlin admitted to police that he had been monitoring Backpages.com for “quite some time” and left work several hours early, making arrangements to meet Boehm at the Days Inn, the complaint says.

Both Catlin and Boehm are scheduled to make first appearances on the charges Oct. 3 in Dakota County District Court in Hastings.
