Local Man Facing Five Years After Failing to Register as a Predatory Offender

An Inver Grove Heights man was arrested on Nov. 14 for felony failure to register as a predatory offender for the second time in nine months.

Shane Daniel Hicks, 26, was taken into custody by St. Paul police after failing to appear in person at the Inver Grove Heights police station between Oct. 24 and Nov. 14, according to a Dakota County criminal complaint.

The complaint stated Hicks complied with the required conditions on Oct. 10 and 17 but failed to show up to the police station on Oct. 24 after being served with a trespass notice from the apartment complex in which he told police he was staying.

Hicks—who has no primary address but told police he was staying in an Inver Grove Heights apartment complex—was required by law to appear at the local police station on a weekly basis to update officers on his living situation.

The current charges relate to an April 2004 conviction of fourth-degree criminal sexual conduct stemming from an incident in which he was charged with false imprisonment.

According to the complaint, Hicks was also convicted in Feb. 2011 of failing to register as a predatory offender in Scott County.

If convicted of the current charges, Hicks faces up to five years in prison and a $10,000 fine.

Unrelated but recent convictions for Hicks include gross misdemeanor stalking and domestic assault from May 2010.
