Inver Grove Heights Man Charged with Sexual Conduct with 13-Year-Old

Police say Trevor Charles Kappel and his 17-year-old girlfriend tried to have sex with the 13-year-old girl after picking her up from school in December.

An Inver Grove Heights man has been charged with criminal sexual conduct involving a 13-year-old girl.

Trevor Charles Kappel, 20, is charged with third-degree criminal sexual conduct, a felony with a maximum penalty of 15 years in prison and a $30,000 fine. The charge carries a mandatory minimum penalty of a $9,000 fine.

St. Paul police contacted Inver Grove Heights police on Dec. 16 in connection with a report of sexual contact between Kappel and the victim on Dec. 14, according to the criminal complaint.

Kappel picked up the girl, who was born in July 1999, and his 17-year-old girlfriend from school on Dec. 14 and drove to Kappel’s home, according to the complaint. The younger girl told police that Kappel and the 17-year-old girl went into the bathroom and had sex.

When they came out, the girl said, the older girl asked her whether she would have sex with them, referring to the younger girl as “jailbait,” the complaint says.

The three were watching television when the older girl and Kappel began to “engage in sexual activities,” according to the complaint. Kappel and the older girl asked the younger girl if she wanted to join them, suggesting that it would be part of the 13-year-old’s sex education, the complaint says.

The younger girl told police she objected to being undressed by Kappel and the older girl, then became too frightened to say anything when touched inappropriately, according to the complaint.

Both Kappel and the older girl admitted to police that they had tried to have sex with the victim and acknowledged that they referred to her as “jailbait,” according to the complaint.

Kappel has been released from custody on bond. An omnibus hearing in his case is scheduled March 19 in Dakota County District Court in Hastings.
