Predatory Offender Accused of Living in IGH, West St. Paul Without Notifying Authorities

A 29-year-old woman required to register as a predatory offender is accused of living in West St. Paul and Inver Grove Heights since August without notifying authorities.

On Monday night, Jennifer Marie Vanwagner of West St. Paul was being boarded on $30,000 bail in the Ramsey County Jail.

Vanwagner—also known as Jennifer Marie Hultman—was charged in Dakota County on Dec. 7 with one count of felony failure to registered as a predatory offender. If convicted, she could be punished by between one year and one day to five years in jail and a fine of between $3,000 and $10,000.

During an investigation of a theft on Nov. 27, a West St. Paul homeowner provided police with a list of people living in the home. One of the people reportedly listed was Vanwagner, who West St. Paul Police discovered was subject to predatory offender registration requirements because she was convicted of third-degree criminal sexual conduct in Chisago County.

Vanwagner allegedly reported to the Bureau of Criminal Apprehension that she lived in North Branch. The West St. Paul address was not listed as a primary or secondary address.

The homeowner allegedly told police that Vanwagner lived in the West St. Paul home since August 2012. Among the other residents were the 3-year-old and 5-year-old grandsons of the homeowner.

The homeowner reportedly said that Vanwagner occasionally slept in the same bed as the 5-year-old.

The victim in Vanwagner’s criminal sexual conduct case was a juvenile male, the complaint said.

Police arrested Vanwager on Dec. 5. She allegedly admitted to police that she moved to West St. Paul in August and had lived in Inver Grove Heights for a couple weeks before moving back to West St. Paul in November. She also said that a condition of her probation was that she would not have contact with males under the age of 18.

“Vanwagner stated that she is allowed to have contact with the homeowner’s grandsons because they are 'kind of' her nephews,” the complaint says.

Vanwagner made her first appearance in Dakota County District Court on Dec. 7. She is scheduled to have a probation violation hearing at 9 a.m. Dec. 18 at the county courthouse in Hastings.
