A nationwide arrest warrant has been issued for a St. Paul man accused of luring a 15-year-old West St. Paul girl online and then raping her last spring.
Samson Getachew Mengesha, 22, is charged with four felonies: two counts of third-degree criminal sexual conduct, each of which carries a maximum penalty of 15 years in prison and a $30,000 fine, and two counts of solicitation of a minor to engage in sexual conduct, each of which has a maximum penalty of three years in prison and a $5,000 fine.
According to the criminal complaint, a school resource officer contacted West St. Paul police and said a 15-year-old girl had reported being raped on March 24 at her home in the 900 block of Oakdale Avenue.
The victim told police that in early March, she was on a social networking site when she began chatting with someone who posed as a teenage girl named Kirsten. The girl said “Kirsten” asked her if she wanted to take part in a sexual threesome with her boyfriend, whom she called Sam.
The victim said she chatted online with Sam for several days and agreed to meet him in a West St. Paul park on March 11. She said that when she met Sam—later confirmed to be Mengesha—he put his arms around her and kept trying to unzip her pants, but she repeatedly told him no.
The victim said that Mengesha’s age was listed as 16 on the social networking site, and that he knew she was 15.
On March 24, the victim said, she was home alone, and Mengesha contacted her and said he wanted to come to her house. The victim told him no because she didn’t know when her mother was going to be home, but she said Mengesha came over anyway.
The victim said she stopped Mengesha at the door and told him to leave, and he agreed and left. However, he called her shortly afterward, told her he was parking his car and that he was going to come up for a “quickie” that would take only 5 minutes, according to the complaint.
The victim said no, but Mengesha returned to her apartment. She met him at the door, and he walked in, she told police.
The victim told Mengesha once again to leave, and she went into her bedroom, with Mengesha following. Once in the bedroom, Mengesha pulled the victim onto him and then forced her to perform oral sex on him, according to the complaint.
The victim said he eventually allowed her to stand up, at which point he removed her jeans and underwear, pulled her back down onto the bed and raped her, the complaint charges. The victim said she didn’t fight during the assault, which she estimated lasted between 5 and 10 minutes, because she was afraid that Mengesha would become violent.
Police spoke to Mengesha on March 27, and he admitted knowing the victim, but denied assaulting her.
Investigators checked Mengesha’s account profile on the social networking site and confirmed that he had posed as Kirsten with two other girls, 15 and 16, making sexual suggestions to both girls.
Mengesha’s whereabouts are unknown. Anyone with information should contact police.
