According to the criminal complaint, the owner of the health care home called Inver Grove Heights police on March 2, 2011, and reported that Shambley—who was fired from the facility in December 2010—had called her and threatened to “teach her a lesson.”

Shambley, who was involved in civil unemployment hearings which “created controversy and resentment” between the victim and Shambley, also said, “I will burn that house down, [expletive],” according to the complaint.

The victim said she received a phone call from a blocked number at 7 p.m. that day, but didn’t answer it. A few minutes later, she got another call from a blocked number. When she answered it, she recognized Shambley’s voice, she told police.

Another employee of the health care facility told police that she had gotten phone calls from Shambley on the same day. In one call, Shambley—who was apparently upset with the victim for testifying against her in the unemployment hearings—said, “I’m going to get you for that,” according to the complaint.

Police checked Shambley’s phone records, which showed that she made calls to both victims on March 2, 2011. She denied speaking to either woman.

Shambley, who was arrested Monday, is free on her promise to make all future court appearances. An omnibus hearing in her case is scheduled Aug. 14 in Dakota County District Court in Hastings.
