Darnell Louis Frazier has been charged with felony possession of a controlled substance, as well as three misdemeanor traffic crimes, as result of the traffic stop. According to a Dakota County criminal complaint released last week: Frazier was pulled over in West St. Paul on April 21 for allegedly driving after suspension.
