Inver Grove Heights Man Charged with Sexual Conduct with 13-Year-Old

Police say Trevor Charles Kappel and his 17-year-old girlfriend tried to have sex with the 13-year-old girl after picking her up from school in December.

Trevor Charles Kappel, 20, is charged with third-degree criminal sexual conduct, a felony with a maximum penalty of 15 years in prison and a $30,000 fine. The charge carries a mandatory minimum penalty of a $9,000 fine. St. Paul police contacted Inver Grove Heights police on Dec. 16 in connection with a report of sexual contact between Kappel and the victim on Dec. 14, according to the criminal complaint. Kappel picked up the girl, who was born in July 1999, and his 17-year-old girlfriend from school on Dec. 14 and drove to Kappel’s home…
